Hi, I recently deleted my pictures from my phone permanently they also are gone from the iCloud and then carried out an iCloud back up and all my pictures are lost. I am wondering if I can get an old back up from a few weeks ago when my photos were on the phone and back it up from that date?

If the photos are still in the recently deleted folder in iCloud, yes. Otherwise, no.
Here is how Apple suggests making backups of data in iCloud:
Archive or make copies of the information you store in iCloud - Apple Support
If you had the photos on your device, then you can try restoring from a previous backup to see if it returns. Did you have photos both in iCloud (deleted as you mentioned) and on the device as well?

Okay, thanks for confirming. Any photos you deleted in iCloud Photos will get moved to the Recently Deleted folder. Once you deleted the photos from there, then it's permanently gone. Anything on your device can possibly be retrieved via restoring a backup.
