I have had no Foxnews site access issues with any version of Safari on Catalina since it was introduced in Fall 2019, other than Foxnews popping a dialog chastising me for using an ad blocker. I run absolutely no anti-virus software, or associated Safari extensions that might interfere with the Foxnews site.

Quit Safari. Hold the shift key when launching Safari again. In Safari Preferences : Advanced : [√] Show Develop menu in menu bar. Press ⌥⌘E to clear your browser cache, and then Safari menu : Clear History… [ All history ] and click Clear History. If you have any Safari Extensions installed, I suggest that you deselect them (or uninstall) one at a time to see if they are impacting your Foxnews browsing experience. Quit Safari.

At this point, your Cache, cookies, and history are gone. Though unlikely, you may have ad/malware installed that is contributing to the issue. You might consider downloading and running the free Malwarebytes which is purposely built to find and remove that cruft. There is a removal item on its Help menu.

Relaunch Safari, and see if you can access the Foxnews site.

I have exactly one extension loaded in Safari 13.1.2 that I have used (and kept updated) since Mojave. There must be something installed on your Mac that is causing the interference in Safari. What changed over a month ago that initiated this change in Fox news viewing in Safari? Blocking all Cookies? Disabled JavaScript? Is Safari Preferences : Websites : Pop-Up Windows set to Block for Foxnews?
