The Blood Oxygen app is available in both Qatar and the Philippines.

ECG is avalable in Qatar only.

Apple's website linked to above suggests they are available in Qatar. Unless you think Apple is wrong on their own document it would seem that is the best source of information.

I was told that Qatar version does not support blood oxygen and ecg. I was about to purchase and the guy at the shop told it’s not functioning. Pls advice.
