Content Restrictions (limit Adult websites) slows down mac to a crawl when visiting websites

Added screen time and content restriction (limit adult websites) and added youtube. Now every page load takes over 1 min. She is using safari. This setting does not work for other browsers anyway. Is this expected behavior?

Running Catalina latest patches.

Even same websites she goes to everyday, take 1 min to establish connection.

Take off content restrictions - everything is fine.

Any ideas?
