My iPhone 8+ makes me pay for free apps

so I was playing one of my games and I try to buy something that’s 5$ so I buy it but then it says it cost more than 5$ it says it Wants like 20$ 17$ so then my mom put money on so I bought it then I purchased more stuff and it didn’t make me pay more money then when I keep buying stuff it says it again it wants more money and it keeps doing that over and over again and also it does it for free apps it wants me to pay for free apps so I check on my card then it says it needs a new payment method and I typed my card information then I used it and it still says it wants a new payment method and sometimes it will let me get free apps without having to pay money but then it will make it cost money at random times again. And it started to do it when I was playing a game called Pixel Gun 3D.

To help troubleshoot this behavior, we recommend to restart your iPhone. This can help resolve unexpected behavior: Restart your iPhone

If that doesn't help, we suggest to sign out with your Apple ID account and to sign back in. Performing this step will remove any offline music content on your iPhone, if you're a subscriber to Apple Music. To perform this step, please go to Settings > iTunes & App Store > tap on your Apple ID > Sign Out. Then, you can sign back in with your Apple ID and see if you continue to experience the same behavior.
