Can I get a new battery to replace my old one for my iPad mini 4 or do I have to get a new iPad
You don't need to have a warranty. The $99 fee is not related to any warranty.

It is not user replaceable.

I don’t have any warranty since I bought the Ipad from Walmart full price 5yrs ago.

The battery can be replaced. If done by Apple in the U.S. it is $99. See: iPad Repair - Official Apple Support
Also how do I get the new battery? Do I need to send in my Ipad or just order battery online?
