Here are a few possibilities:

It’s broken
It’s wrong side up
It isn’t plugged in
The cable between the power source and the wireless charger is defective or the connections aren’t fully seated
Your phone has too thick a case
Your phone case has a magnetic closure
Your phone has a metal plate on the back such as might be used with a magnetic mount
Your phone has pockets on the back such as might hold credit cards, and you have a metal card (like an Apple Card)
