Shared Albums also support special formats that you capture with your iPhone, like slo-mo, time-lapse, Live Photos, and Memory videos. When shared, photos are reduced to 2048 pixels on the long edge, except panoramic photos, which can be up to 5400 pixels wide. You can share GIFs that are 100MB or smaller.
* You can't upload RAW photos to Shared Albums on your Windows PC."

Where does it go wrong? Can you not add the RAW file to the shared album? Or ist the problem, the shared RAW photos are converted to JPEGs? Shared album do not transfer the photos at the original size. The photos will be downsized to 2048 pixels at the longest edge.
When I share a RAW file, it will appear in the shared albums as a JPEG.
If you want to transfer RAW files in the RAW format to work with them on the iPad in a RAW editor, it would be better to create a small photos library with the RAW files and sync them with iCloud Photos to the iPad or put them into a folder on iCloud Drive, so the RAW editor on the iPad Pro can open them there.
Or just go old school and transfer the raw files via memory stick or USB drive.
