My iCloud notes disappeared after my upgrade to iOS14. They're still on iCloud on the web, but disappeared from my phone and iCloud is not available in the Notes Folder section.

If the notes are still visibly stored at iCloud.com on the computer and not on your device, have you tried signing out of the device and back in?
Hello. Yes. I've signed out and signed back in. Signed out, changed my password. Turned off my phone and turned it back on. So now, I have the issue of it saying "Unable to load Storage info" in my iCloud storage. I'm regretting updating so soon to iOS14. :-(
On top of this, while playing with the widgets, I lost all my app folders and had to re-organize everything.
I've checked there. I've also found online that I wasn't the only one who lost all the folders. Mutliple people lost their folders when they upgraded to iOS14. But I've already spent hours re-organizing my apps so this isn't as much of an issue as it was a nuisance.
Do you happen to have any other suggestions on the Notes app?

Can you possibly try another WiFi to connect to? Perhaps consider resetting device -- If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support?

You app folders are probably now in the App Library (last page), have you checked there?
I figured it out. I signed out of iCloud on my iPhone then signed back in. That did the trick.
