Voice Memo App on iPad

Where is the Voice Memo app on my iPad? I can't even find it in the App Store.

If your signature is correct and you have iPad 3, you cannot download or use the voice memos app on such an out of date older iPad. It requires iOS 10 or higher and iPad 3 cannot be updated past iOS 9.3.5.

It really is time to replace that over 9 year old iPad with a newer more modern iPad.
