Can apple block an iphone by IMEI?

I have this question. My boyfriend and I had our phones in the same carrier. We broke up, he kept the phone that i payed for and didn’t show up or did nothing for the change of ownership thing on sprint. Sprint reported it stolen so theres no service whatsoever. But i wanted to block the phone completely if it could be done, by IMEI. So not even with wi-fi that phone can be used.
