Why my IPhone is on disable mode?

I’m having issues with my AppStore and itunes, it say my account is disabled. I already tried a couple options to solve the problem, but it still doesn’t work, I need to get my Venmo app running properly, what can I do?

iPhone 11, iOS 14

"Contact Apple Support for help.

If you see a message that says "Your account has been disabled in the App Store and iTunes," there might be a problem with the payment method that you have on file.

When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help."
