iPad is asking for activation lock but we do not know the previous owner. The iPad was abandoned.

you can't really, it's a theft protection and the lock is not really on the ipad it's on apples servers

I would turn it over to the police or a lost and found

Unfortunately there is nothing you can do. This is a theft deterrent method and it's doing what it is supposed to do. There is no way to get past it and it gets locked from the servers and not the iPad itself so without entering the information from the previous owner and removing it from their Apple ID the iPad is going to stay locked.
