My new iPhone 11 is set up for Face ID but also requires me to enter passcode more than once before the screen comes up. It asks for passcode, then the Apple shows on the screen then it asks for passcode again????

You will always have to enter your passcode to get into the phone if it was powered off, restarted or updated, even with Face ID.
Ok. But should I have to enter it twice? If I enter the Passcode the Apple symbol comes up and then sometimes phone goes off and I have to re enter passcode again to get to the main screen with my apps on it
No, you should only have to enter it once. Go to Settings > Face ID & Passcode
Is everything turned on (green) except Erase Data after 10 failed passcode attempts (I have that turned off)
