Im unable to stream via bluetooth from my iPhone to Apple TV. Is there an additional setting that I need to enable for this to work? I don't want to use wifi just my unlimited data.

AirPlay streaming is done over Wi-Fi (i.e. home network), not over Bluetooth.
To use your cellular connection for Apple TV, you would have to set up a hotspot, then connect the Apple TV box to the hotspot, as you would connect to any other Wi-Fi network.
NB: You cellular plan is not suitable for long term use with the Apple TV box. Consult with your mobile service provider if they allow TV streaming through hotspot. Not all do. They can detect it. Even ‘unlimited’ plans are capped for data use. TV uses a lot of data; it is easy to burn through your monthly quota in a couple of days this way.
