I can't activate my ipad with wi fi.

Suddenly, my mother's iPad started requesting an activation, and when I tried, a message said "Your iPad could not be activated because the server is temporarily unavailable. Please try connecting your iPad to iTunes to activate it, or try again at a couple of minutes" the problem is that my brother lost his laptop where this iPad was connected, so if I connect this iPad with my laptop, we will lose all images on it
