I deleted a message off my iPhone and it was also removed from my iPad. is there a way to keep the message on my iPad after it is it is deleted from the message app on my iPhone?
You can decouple Messages synchronisation between the iPhone and iPad by disabling Messages in iCloud:
Settings > [Your Name / AppleID] > iCloud > Messages - set to OFF
If you wish to keep a backup of your Messages, you would generally disable Messages in iCloud on just the iPad. Leaving this setting enabled for just iPhone maintains a backup of received Messages in iCloud. Disabling this service on both iPad and iPhone will inhibit this backup.
