Why can't I update to OS 14?

I don't know from what you've posted. When you go to Settings > General > Software Update and try what happens?

Are you at a 50% or higher battery charge?
Connected to WiFi.
Removed the beta profile.
Removed the sketchy beta version you got from some unknown website?
Using a VPN?
