Can’t update to IOS14

i have an iphone x max so i already know that i can update my phone to ios14, but it won’t update. when it first came out, i had an update available and did it. i thought that it was 14 but it instead was 13.7. now when i try to update, it just says im already up to date.

i have enough storage, ive restarted my phone, and its been a few days now, yet nothing has changed. how can i fix this?
