Why won't my MacBookAir 20 boot into Safe Mode?

I'm having problems with WiFi connectivity between my various computers. To test things, I want to boot my MacBookAir into Safe Mode, but it won't. I can hold SHIFT at the start, middle or end of RESTART; or I can shut down and then SHIFT with the start key; but it just ends up in NORMAL boot mode. Is there any other way of booting into Safe Mode?

MacBook Air 13″, macOS 10.15

You can change to safe boot mode from Terminal.app copy and paste:

sudo nvram boot –arg=”-x”
