Does anyone have any idea why i am stuck at 13.7. When I press Software update i get iPadOS 13.7 your software is up to date...

As the update is very new, the Apple server are experiencing large amounts of traffic at the moment. This might be why the update has not got to your device yet (it is eligible for the update). If you sit tight, I’m sure the update will reach your iPad in due course.
