I have a feeling something is being lost in translation.


I think you're trying to say that you are attempting to print something and are being told you can't because of some kind of privacy setting.


If you're trying to print a PDF document, it is possible that the author of the document set security on it to prevent it from being printed. If that's the case, and you want to print it, talk to the author of the document. They did that for a reason.
