I have an iphone 6 and I'm trying to pair it with my new apple watch 3. I have installed the latest software on my phone ( ios 12.4.8) but it is telling me that i do not have the latest version. Can you help? Thanks

If the watch is running WatchOS6 then you need a phone that is running ios13.
