New iOS problem? Just me?

I went to update to the new iOS a few days ago and the terms and conditions for the update are in Russian? I don’t read Russian and I certainly have never set any language settings to Russian so I can’t figure out why it would be that way. I’m sure it’s nothing but I don’t want to agree to the terms if I can’t read them?
