iPhone 7 storage

Upgraded iPhone 6to 7 transferred over ok except for storage.6 &7 iCloud storage the same but iPhone 6 is 20GB out of 64GB used and iPhone 7 32GB out of 32GB (full) cannot use due to this. Why on iphone6 have all photos & videos transferred to iCloud where 7there on both storages.Tried taking iPhone 7 back to factory settings.Also Googled how to transfer to iCloud (optimise etc) Is it a problem with iPhone 7?There is also still space on the iCloud for more data
