I have iPad A1823, after upgrading to ios14 I no longer can mute. I use to be able to hold the button and it would lower volume and mute. My Bluetooth is off.

You didn’t originally ask about muting the ringer...!
The ringer volume isn’t controlled by the physical volume buttons unless configured to do so:
If you intend to mute the ringer and not configured to use the physical buttons, you use the Do Not Disturb function from the iPad Control Centre:
You are correct if it’s the volume in an app but if I’m not in an app and trying to mute the ringer, it just minimizes the sound and it doesn’t mute it. Could you please test this condition as well.

Having tested this functionality, I concur that the on-screen volume icon does not indicate that sound is muted in response to holding the volume-down button. However, the mute condition is displayed within the iPad Control Centre (swipe down from the top-right corner of the screen).
