Shortcuts not syncing between devices IOS 14

Shortcuts that are created on my iPad are not syncing to my iPhone. They were a few days ago.

Both devices are signed into the same iCloud account
Both Shortcuts settings have iCloud sync enabled.

I have tried:

Updating both devices to iOS14.0.1
Turning off iCloud Sync on both devices
- Restarting both devices
- Turning on iCloud Sync on both devices

I'm tempted to delete shortcuts entirely and reinstall, but I'm not sure which shortcuts are stored in iCloud.

Any ideas?

Have you tried the following already -- Sync shortcuts - Apple Support? If you did, what about signing out of the device and back in?

The article you sent me to describes not only what iCloud Sync is, which is what you said you’re not sure what it is, but to follow the process I already completed and described in my request.
