Activation of iPhone will not complete

so i was wondering how to make my iPhone work i had to fix it at the apple store and i got it and i press sign up manually and it says this will take a few moments to activate you phone so I press okay and it says that it is not working.and i have had this problem 4 days in a row and i cant get on my phone and it keeps saying at the top locked sim
