How do I get compatible version of iOS for iPhone 5s?

I have iPhone 5s. It is running iOS 11. I want to update to 12.4.8. But the phone and iTunes both insist on giving me 14.0.1. 14.0.1 won't run on this phone. How do I get 12.4.8?

The over the air iOS update system will only ever offer you the most current edition compatible with your detected hardware. It’s an automatic system. It reads your hardware ID, thus knows what model it is, and only offers the most up to date version for that hardware.

The A1662 is an iPhone SE, which was released after the iPhone 6S, and is indeed compatible with iOS 14.
