Thanks for reaching out to Apple Support Communities. We see that you would like to know if it is possible to create a shortcut that switches from an LTE to 2G cellular data connection. We will be glad to assist. You can create a shortcut to turn Cellular Data on or off, however there is no option to switch cellular data connection types. See Create a custom shortcut
