Remove apple id cents

Please remove my Apple ID cents. I would like to change the country on witch my iTunes ID is on.

Nobody on these boards can. Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
