Apple Watch fall detection/EMS call question

With fall detection, can the Apple Watch series 6 only call EMS if it is the cellular model or can it still initiate the call with the GPS only model if your linked phone is nearby?

Fall detection will make the call as long as your GPS only watch is within bluetooth range of the phone.
