unblock plug ins

I want to unblock a plug in for a website so that I can download a pdf file I need to fill in for government purposes but whatever I do it doesn't unblock it. I followed advice from other users (through safari preferences and website tab) , but there is no mention of any active plug ins in my list while I still have the website open. How can I unblock this plug in?
