Resource busy error

I am using a Macbook Pro (late 2013) and running Catalina 10.15.6 (19G2021). Everytime I download a .dmg file to open I get the same message "The following disk image cannot be opened" then "filename -Resource busy". I have tried opening the file from the Finder window and up until now that works, but but now it doesn't. Since, this is happening every time I download a .dmg file, I am becoming frustrated. Is there someone who can give me a permanent fix?

Have you checked to see what the permission is set to on the file? You can use the steps here: Change permissions for files, folders, or disks on Mac

You might also want to try opening the file in safe mode: How to use safe mode on your Mac
