importing csv address file into gmail on iPad

I'm transferring my address list from earthlink to gmail on my iPad. I've used earthlink export function to create a csv file, but have not been able to save it to Apple iCloud (unable to drag file to iCloud).

I'm new to iPad so will need step-by-step instructions on saving files (I have downloaded Apple"File" App,but don't know if this is relevant to my csv file question; I am still learning about use of File app).
