My iPhone 11 was purchased at an apple store on 2019 of oct and my carrier is boost but it’s locked and can’t move over to a new carrier. They said apple should be able to help. How can my phone be unlocked to move to a new carrier?

Only the carrier, which that iPhone is locked to, can unlock it, if you are eligible.

Apple CANNOT help you, nor can we. The only entity who can unlock a phone to use with a different carrier if the carrier the phone is locked to. If Boost if your carrier, Boost has to unlock it, IF you qualify for an unlock.
The carrier it is locked to will need to handle that.
