Can a previously owned Apple TV be resent and used by a new owner?

Yes.

Do as described here: Reset or restore your Apple TV to its factory settings - Apple Support
If that fails, or the menu isn’t accessible, then connect to a computer: Restore your Apple TV - Apple Support
