iCloud alerts when storage is not full.

I have an iphone and an ipad. Both are on the same icloud account. The phone keeps telling me that my icloud is nearly full but the ipad does not. When I look at the icloud storage on the phone, it shows only 1.9 gb used and I have 5 gb total. Why am I getting this alert when my storage is reportedly not used up.
