I updated PAGES...9/25/20, the "+" to change the size (on the top) of a text block is no longer visible & is replaced with a red or green dot in the middle of the circle. This dot doesn't seem to have a tangible function and I can no longer resize from the "+" on the top of text block.

Since Pages v6.2, the ability to forward link Text boxes was introduced. This is the reason for the circle on top of the Text box which allows you to organize the Text box linking and by colors. See Link Text Boxes in Pages on Mac.

If you want to change the size of the Text box, you use the bottom grip or [+] if text has overflowed, drag one of the diagonal handles, or even enter the exact size in the Arrange panel.
