How do I fix this issue so that I can install Catalina?

Hopefully you have a recent Time Machine backup or clone, I'm afraid the drive needs to be reformatted.
I no longer use time machine, will an iCloud back up do the trick?
Only for some stuff & then only if it works as it is supposed to, which it doesn't always do.
I like to have at least 2 forms of complete Backup, Clones are my favorite, but Catalina blows that long standing Safety measure away. :(
