Shortcut volume being quiet when alerting me

I am on the latest update of iOS 14 and am a big fan of it. I have seen many videos on the internet of people getting their phones to speak when putting it on charge. When I tried to do it, I set up the shortcut, and even put the shortcut to set my volume to 100% before speaking. When it alerts me of the shortcut of me putting it on charge, the phrase I wanted it to say is very very quiet. I have also tried this on other iPhones in my family and they worked fine.
