I purchased an iPad mini but it’s iCloud locked! Please HELP!!

I purchased an iPad mini off of a resell spot called Mercari, once I received it I found out that it was iCloud locked!!! I cannot reach the old owner and I’d really like to get this unlocked! Is there any help out here to help me with this situation?

There is no known way to bypass activation lock without the assistance of the previous owner. If you can't reach the previous owner, check to see if Mercari has any buyer protection policy.
