How can we exclude family members from a shared iCloud storage plan?

Just don't invite them to the Family Sharing or remove them -- Leave Family Sharing - Apple Support.

Unfortunately you can't share one (Apple Music) without the other (Family Sharing iCloud) -- Product Feedback - Apple.
This does not appear to be an option. We have a family plan for our phone service, pay for an Apple Music account that we share, and all users seem to be included in the iCloud storage by default. This is not ideal because we don't want to share the storage at all.

What do you mean by the highlighted statement I've underlined? Do you or do you not have a Family Sharing setup through Apple?
My wife is the primary on the account and setup Family Sharing. She added me only but everyone else who was invited to Apple Music seems to be added as well. If we remove anyone from Family Sharing, they do not have access to Apple Music either. Again, this is not ideal.
Yeah that's lame. Pretty much a scam to get people to buy more iCloud storage space because as soon as you share the Apple Music with more than 2 people your account is done for.
