How to update without WiFi? With Cellular Service?

Apple has never allowed major software updates to be downloaded via cellular data services directly to phones.
The easiest thing for you to do would likely be to find a public Wi-Fi connection and download the update connected to that network, or update using a computer.
I can't say for sure but if you have a computer it might theoretically be possible to use your phone as a WiFi hotspot, connect the computer to it, download the update, then update your phone from the computer.
If that sounds silly, it's the phone companies that asked Apple do disable cellular updates on their networks directly from devices to avoid overloading their networks.

You just need to make sure that is is enabled in your settings.
Go to Settings > Cellular and toggle it to enable.
Make sure that you are connected to a stable internet connection since updates may fail and cause issues if it is incomplete.
It is always enabled. The current iOS 14 update requires WiFi . I don’t have WiFi nor do I intend to get it because it is an extra cost with hardly any use for me. I am retired with hearing disabilities.
I am just trying to get an update with Cellular Service. I did not have this problem last year.
