Watch gps vs cellular

I purchased the Apple Watch gps with cellular with my credit card points. I didn’t realize I would have to pay. If I do not want to pay for the cellular package will the watch still work with just the gps?

Yes you can use the watch as a GPS only watch and add the cellular plan later.
