Well, apple has made absurdly difficult. You have to wonder about the “improvements “ being offered up in these so-called upgrades.
Ultimately I found an app called “Spark” that solved the problem but, of course, it has has its own learning curve.

Open "Settings" App. Scroll down and click "Mail" (about 5 sections down, under "Passwords"). Once in the mail settings you should see "Accounts", open this setting and look for "Add Account". Select account type (iCloud, Google, yahoo, etc) and proceed from there.

im running iOS 14 and experiencing the problem that there no “Mail” option to add a new email account
In iOS 14, the path is Settings>Mail>Accounts>Add account. With iOS 14, Apple separated passwords and Account into their own individual settings.
