MiFi as WiFi for Apple devices

Long story - but I am living in a place where I currently cannot get Internet access, and so I cannot get WiFi in the usual way. I do get decent Verizon reception. However, Apple devices don't update their OS over a personal hotspot!

If I bought a MiFi device with an unlimited plan, would my Apple devices see it as WiFi (and therefore would do OS updates) or would they see it as a personal hotspot and so would not update the OS?

PS - The reason I cannot get Internet access (if you're curious) is because the address where I live was never added to the USPS database, though it's been here for decades. Apparently, since no one actually lived here as their main residence before me, it was never done. Therefore, when I call some Internet provider, they tell me that they cannot find my address in their database, or that my address is invalid - so they cannot do anything for me! So, I'm looking for alternatives.
