How can I get my Apple ID to not be disabled anymore after someone called Apple saying they were me and declined charges?

How can I get my Apple ID to NOT be disabled any longer? Someone called in as me saying that I did not authorize the charges on my card.

If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support.
