Recovering iPhone photos

Hi there!

I'm just desperately hoping you can help me recently my iphone X had water damage and I lost over 13000 photos and videos that are very special to me. My icloud was full and photos weren't backed up for a long time. Ive upgraded my icloud storage but I'm preying that the is some way possible for me to get the photos back off the phone?
