Modifying your Credentials:

Yes. Someone is Trying to Get in. As to who it is, there is no way of telling. So, immediately considering to perform the following is best at this point:

• Modify: your login credentials (using both a New eMail and a New Password) for Apple and each and all sites

• Associate: a different method of payment to your account

• Enable: Two-Factor Authentication for Apple ID and for all other accounts that have such an applicable option

If you are not trying to log in somewhere with your apple ID, then yes, somebody has your iCloud mail and password and trying to log in. The location often appears on the screen before the verification code I guess. You should change your password.

Someone may be trying to sign your Apple ID, which would generate the request for a verification code. Since you have 2 Factor Authentication enabled, as long as they can't access one of your trusted devices, they can't get a code, and sign in. You should be okay.
